This looks like a problem with your database. Use phpMyAdmin or some similar tool and check that the jos_sefurls table in your database uses utf8_general_ci collation and also that every column in that table with type of VARCHAR or TEXT uses the utf8_general_ci collation.

Make sure to change the collation for jos_sefurls table and for all its columns that are VARCHAR or TEXT to utf8_general_ci. Then delete the already created URLs using JoomSEF's URLs Manager (delete them, don't just move them to trash, or make sure that you clear the trash too afterwards), clear all the caches in Joomla and JoomSEF and crawl the website, so URLs can be recreated from scratch.
