Open JoomSEF's Configuration, make sure that Professional mode is enabled, and then on the Advanced tab set "Set page base href" option to "No - disable base generation".
If that doesn't help, your cart module probably doesn't support SEF correctly. You can check this by disabling JoomSEF in it's Configuration and leave only standard Joomla SEF enabled.

If the images don't work even with JoomSEF disabled, it means that your cart module doesn't support SEF URLs for some reason. Does this problem also happen when you disable SEF completely in Joomla's Global Configuration?

You can't disable SEF only for image. What I meant was to disable the SEF on your website completely using the option in Joomla's Global Configuration, so you can check if the image is working without SEF.
