I encountered a problem with the "Print" , "PDF" and "email" icons all coming up with a 404 not found error.
As a result, I tried to upgrade to 4.04 hoping this would fix it, but now not only that it doesnt work, I also got downgraded to the non-paying version of Joomsef.
When following the "enter your id now" link all i get is a white page with " ARTIO JoomSEF Configuration file Writeable"

Anyone have any idea ?

simply enter your Download ID, go to upgrade page and click "Migrate free to paid".
That should resolve your problem.
