[SOLUTION]

-assuming you have done the htaccess file- if not read the install instructions.
-assuming that you have enabled the JoomSEF and the Joomla SEF configuration in the admin side-

Revert to PHP4 in the XAMPP setup.

Open the xampp\apache\conf\httpd.conf in notepad

look for the line and unhash it (remove the '#' from the beginning of that line)

save and close

RESTART THE APACHE SERVER so the server can reestablish the configuration.
