I am looking for a booking system for my holiday flat. After downloading your non-commercial component "ARTIO Booking" I looked into setup but did not find any possibility to set up prices for each season.

Now my question: is it possible to set up seasonal prices with your non-commercial component? If yes: how and where?
Another question: is it possible to change time format from 12hour to 24 hours? If yes: how and where?

yes, it is possible.
You can set seasonal prices in the same way how you set price conditions and the period when the price is valid.
The time format is possible to change in Configuration / Formatting. There is possible to use a predefined format or custom format. Here is also possible to show "Time Format" which is used for displaying time, for example in daily or weekly calendar.
