noobie guidance needed on .htaccess settings.

Support forum for users using free edition of JoomSEF 3 (Joomla 1.5 compatible). These forums are mainly for mutual help between users.

Hello, I don't really understand SEF other then it makes things more readable. I have a working .htaccess file ( to the best of my knowledge ).
I'm on a shared host and so I have the following directory structure....

public_html ----> main website
|
|-------> wood working site
|
|-------> Personal site
|
________>Test site

I have a .htaccess file in the public_html folder and another in the wood working site folder. other then their location they are identical.
My system is Joomla 1.0.12 and Virtuemart on those two with only the main site having a ssl.
What I'm wondering is should I put a statement in the rewrite base area or is it ok just to have it remarked out? My .htaccess file is below.
