What type of cache do you mean? The caching in Joomla's Global Configuration or the System - Cache plugin? Or do you use some 3rd party component like JotCache?

The URL for "Ask a question" is non-SEF, so it is not cached in JoomSEF. For example:

I don't think this problem is caused by JoomSEF but rather by the caching system itself. The fact that it doesn't do anything with cache enabled most likely means that there's some JavaScript not loaded correctly with the cache enabled.
