Yes the 404 page exist and it is published for the public.

For some reason the default 404 in the Artio JomSEF does not connect to the static content 404 page.

When I created a new custom 404 page in Static Content Page it got resolved. Though I needed to go into Artio JomSEF configuration files and link the 404 page to my newly created custom static page 404 page.

It does work when I'm logged in, but that doesn't help unregistered users.

I have the same problem. Suddenly the 404 page shows me this page instead:

You are not authorized to view this resource.
You need to login.

I deleted the 404 static page but it didn't do anything for me. It still tells me I have to log in.
