I use JReviews with iJoomla Ad Agency. iJoomla Ad Agency can target ads by Meta Keywords in the page. The problem is that JReviews uses the core Category system when Building the Directory and you cannot produce the Category Meta Keywords without publishing a Menu Item for that category.
Since I am using JReviews to generate the Directory I don't need a menu item for the category---but I need one for AdAgency to generate category based ads (using the keywords in the Category Meta Keywords).

Does this produce allow me to create meta keywords for the CATEGORY...NOT THE ARTICLES?

Using JoomSEF you can set custom meta tags individually for each SEF URL generated. However you will either need to purchase the JReviews extension or use JoomSEF's basic rewriting, which will not produce that nice URLs.
