I'm curious as to how SEF rewrites href urls in the Joomla article editor(Ex:TINYMCE) textarea?

While creating an article I have included an ARTICLE URL(index.php?option=com_content&view=article&id=9671:commercial-property-rebates&catid=13:save-water-money), so when i click this link in the front-end it correctly redirects to SEF url.

But, I need to view this url as an SEF url in front-end href links.
like this Ex: domainname.com/save-water-money/commercial-property-rebates

Essentially I want the links within articles in the front-end of the website to be SEF like domainname.com/save-water-money/commercial-property-rebates rather than index.php?option=com_content&view=article&id=9671:commercial-property-rebates&catid=13:save-water-money

How can I accomplish this?
