Can you give an example of when to \"Uncomment\"?
I cannot get any of my sites on \"godaddy\" to work with any sef urls. core or artio joomsef.

RewriteBase /joomla - uncommented and your joomla install lives not in \"ROOT\", but in a directory below, called \"joomla\".
Change the directory name to whatever fits your site.
