Is it possible for VM invoice to produce two docs to email to the shipping dept? A Shipping note and materials declaration?

The invoice feature might be useful but not essential at the moment. Can I change the template for the invoice into a materials declaration (few fields) and still have VM2 deal with the full customer invoice emailing?

So essentially VM invoice would just deal with the shipping department and VM2 would deal with the customer.

VM Invoice is intended to create and edit Orders and generate Invoices. There is also functionality to generate Delivery Notes.
