The \"Be tolerant to trailing slash\" option is not working in the Microsoft iiS server environment.

System:
Windows NT 5.2 build 3790
Database Version: 4.1.14-nt-log
PHP Version: 5.0.4
Web Server: Microsoft-IIS/6.0 server using Helicon ISAPI Rewrite
JoomSEF v2.2.5

latest-news/ this works fine
latest-news this is a 404 error
