I have over 600 pages. Is it possible to bulk edit or import meta tags?

Ideally I'd like to have a bulk edit tool that allows me to filter URLS on certain criteria and then bulk update them and apply meta tag content to all selected URLs vs cutting and pasting it in individually.

such tool is not available in JoomSEF. at the moment
One of the reasons is, that the meta tags should not be same for many URLs. You should always try to set them individually.

Importing the metatags or buld editing would be possible at DB level, using a DB tool, such as phpMyAdmin.
