what version do you use? I checked it with same prices and it works on 2.0.17

Ok, if I was trying to test it more, there is probably some kind of bug. You can save it with different settings than 20% tax. After that go back to edit page and change select back to 20%, then click on refresh & calculate.

I will report this bug and it should be repaired in next release.
