Hi,
This problem is usually caused by a database collation different thatn UTF-8. JoomSEF requires UTF-8 character set to be used in order to work correctly.
Use phpMyAdmin or some similar tool to access your database and check that all tables starting with jos_sef (especially jos_sefurls) have collation set to utf8_general_ci. Make sure that all the columns in those tables of type VARCHAR or TEXT also use the utf8_general_ci collation.
