You can export SEF URLs from JoomSEF on your Joomla 1.5 website and then import them to JoomSEF on your Joomla 2.5 website and they should work correctly.
JoomSEF 4 for Joomla 2.5 can also be configured to produce the same SEF URLs for articles as JoomSEF 3 on Joomla 1.5.
