I've read the JoomSEF Documentation on the area related to the custom metatags and it says to put content in the area next to it. This may sound like a silly question but what sort of "content" is supposed to go here? Should it be more keywords, a description an actual link or url address? Please advise on how to use this effectively...

Well you can create any meta tags you want for the whole site or for each URL separately. You can find more info about particular meta tags on the internet, for example:
www.google.com/support/webmasters/bin/an...=en&answer=79812
