I am using sh404sef now and its not good but google and some other exchange websites already have my current sef adresses.

Is it possible for artio joomsef with VM extension to make my sef pages like this:
index.php/CATEGORY NAME/View-all-products.html
index.php/CATEGORY NAME/PRODUCT NAME.html

Also is it possible to use short description (of every VM product) as meta tags for that page?
If now how does joomsef create meta tags for pages?

1) JoomSEF does not create URLs that include index.php; however, there could be a generatel rewrite rule created, that could make 301 redirects
index.php/CATEGORY NAME/View-all-products.html -> /CATEGORY NAME/View-all-products.html
index.php/CATEGORY NAME/PRODUCT NAME.html -> /CATEGORY NAME/PRODUCT NAME.html
- that should work fine with Google
- if you cannot create the rules yourself, we can create them for you as a paid support

2) yes, if you purchase the VM extension, JoomSEF is capable of filling the description meta tag with the short description; however, it does not fill in keywords, these need to be put manually if required
