This URL is non-SEF because JReviews does not support URL translation for this link. If a component does not process URls thru Joomla! router system, then JoomSEF is unable to make it SEF, as it does not get into its engine.

I have just tested JoomFISH translation of SEF URLs and it seems to work right.
Maybe your problem is related to wrong JoomFISH or Joomla! configuration, or the translation has been made AFTER the URL has been generated?
