I have purchased the Artio JoomSef 4.2.9 and still cannot raise a priority ticket. Everytime it is asking me that I need to buy the plug in in order to make a post.

Can you please help as it is very urgent.

You have a standard version of JoomSEF 4 purchased, so you can post in our Customer Support forum section:
