We've tested the problem, but we haven't seen any meta tags duplication. I also noticed, that the meta tags you posted are most likely not generated by JoomSEF, because JoomSEF generates meta tags with the "name" attribute, not the "property" attribute, eg:
<meta name="my_meta" content="some content" />
